Am I right that you're developing an instructional case study that shows how the portfolio approach can be used to teach the topic of website evaluation? If so you may want to add a section in the beginning to clearly tell your rationale: what, why, how may teachers benefit from reading this instructional case, etc. See my General Suggestions and Feedback

I think your page is pretty interesting. Being able to evaluate websites for validity is so important for students to be able to do.

That being said....do you have performance objectives listed? I may have missed them.

Nice to see your productive progress! I have three thoughts/suggestions to share with you:

(a) Your unit 3. Your said in your ICM:

Unit 3:
Practice, assessment and Evaluation
Target Objectives:
Students will be able to use the previous course objectives to correctly identify a website’s validity unassisted by a teacher. 

It seems that your unit 3 has no unique learning objectives to address and is only meant to be practice and assessment. If this is true, probably you don't need to have this unit. Gagne's instructional events suggest that practice and feedback should be integrated into each lesson itself. As you will better understand in week 11's reading on project-based learning, it would be more engaging if you integrate problem solving tasks into each lesson, so that learners will learning by solving problems (e.g., making actual analysis).

(b)What key references (online information evaluation) are you using for creating the content of this course? Please list your references as early as you can so I may recommend additional ones.

(c)Since you're creating an instructional case (lesson plans teachers can use with their students), I'm wondering what teachers can learn from this instructional case, such as your demonstration of how a particular new pedagogical approach can be used in a course. So you need to re-think about your teaching strategies to be used. I suggest you think about project-based learning as an option. Your course covers an important area that most students take for granted. One thing that I would add is objectives specific to each unit.
