You're working on a very important topic, and the needs assessment generates basic information you need to inform your design. As I commented in Blackboard, there is already a mini-course on simulation to support inquiry (Simulations_for_Inquiry_Course). Your content scope seems to be similar to that existing mini-course. You can make a unique contribution by either focusing on non-science areas, or addressing latest simulation-related technology. For example, an interesting development is http://en.wikipedia.org/wiki/Augmented_reality . My point is that you need to build on and expand the existing course without duplicating the same resource.
